Since 2020, Germany has required electronic cash register systems to use a certified Technical Security Device (TSE), as defined in the Kassensicherungsverordnung (KassenSichV) and § 146a of the German Fiscal Code. What exactly is the TSE requirement?

The TSE is a certified technical module that logs every till transaction in a tamper-proof, complete and unchangeable way. Its purpose is to make retroactive manipulation of cash register data (such as deleting sales) technically impossible. Every electronic cash register used for business - from classic PC-based systems to POS apps - must be connected to such a TSE.

Who is affected?

The requirement applies across industries: hospitality, retail, hairdressers, market stalls and any other business using an electronic cash register system. The only exception is a fully manual, open cash drawer with no electronic recording - as soon as a PC, tablet or app is used to manage the till, the TSE requirement applies.
